This is a Meister Anker wall clock.  It is a regulator wall clock with a pendulum and chimes.  The clock is wound using a key. The pendulum bob can be adjusted to regulate the speed of the clock. The letters “A” and “R” on the pendulum bob stand for “avancer” (to advance) and “retarder” (to retard), which are used to make the clock run faster or slower.
